ELIAS generates isolation intelligence. ELIAS does not approve isolations, issue permits, authorise work, accept deviations, energise equipment, or return systems to service.
Every isolation decision produced by ELIAS is a recommendation for qualified human review. The final accountable decision maker is always human.

ELIAS operates through GATE-ISOLATION — the governed evaluation instance specific to isolation scope assessment.
GATE-ISOLATION accepts isolation evidence from ELIAS, applies deterministic rules, and produces a governed output. The governed output is a recommendation for human review — not an authorisation.
Every GATE-ISOLATION evaluation is recorded in the audit trail with full lineage. The evaluation cannot be overridden by ELIAS, by a model update, or by a commercial requirement.
